The country's first local standard for small electric vehicles was introduced in Shandong Province. The industry believes that the national level should be formulated with mandatory standards and management basis to solve the problems of small electric vehicles safety and road rights, and regulate industrial development.

In some second- and third-tier cities and rural areas in China, “small cars” with a price of 25,000 yuan to 50,000 yuan and powered by batteries are favored by many low- and middle-income families. Taking Shandong Province as an example, the production and sales of small electric vehicles in the first five months of this year increased by 47% year-on-year, far exceeding the growth rate of 10% of traditional automobiles.
But with the rapid growth of possession, small electric vehicles have been controversial:
On the one hand, small electric vehicles are mixed and the quality is mixed. Wei Xueqin, executive vice president of the Shandong Automobile Industry Association, said that there are currently more than 100 small electric vehicle manufacturers in Shandong, with an annual output of nearly 200,000, but there are only a dozen car companies with good production conditions. Due to the lack of production standards and basis, some small and shoddy small electric vehicles have entered the market.
On the other hand, small electric vehicles cannot be listed, and government departments are weak. The reporter saw in many places in Shandong Province that some small electric vehicles were driving on the roads of “old scooter” and “city sightseeing car”. Red light, retrograde, illegal parking and other issues abound, causing many car owners and pedestrians to be dissatisfied. They don't have a license, they don't have a driver's license, and they don't use the penalty or the fine.
The Shandong Provincial Traffic Police and other departments issued regulations in late May to strictly check the various "sports vehicles" violations on the road, and the chaos has converged. However, in small towns and rural areas, the phenomenon of small electric vehicles breaking the rules is still common.
In this context, the Shandong Automobile Industry Association and other departments and organizations on the 12th released the Shandong Province small electric vehicle industry standards. This is China's first small electric vehicle technical guidance standard. Wei Xueqin said that the current regulation of the state in the field of small electric vehicles is still a blank. Shandong Province is the first to establish local industry standards, which will enable the production of small electric vehicle companies to be based on evidence.
Can a small electric car enter the room?
This industry standard puts forward detailed requirements on the technology, performance and safety of small electric vehicles in Shandong Province. For example, a small electric vehicle must be a four-wheeled vehicle; more than 20 indicators such as braking distance, roof pressure resistance, and driver's vision cannot be lower than the relevant national standards; the average barrier-free mileage is greater than 2000 km.
The entry requirements for production enterprises are more stringent: the development and design capabilities of small electric vehicles, the four major processes for the production of small electric vehicles, and the registration of enterprises with a minimum of 100 million yuan, and become a one-vote veto.
However, some insiders believe that small electric vehicles still face many thresholds when they want to "go into the room":
The first is the “birth certificate”. Lu Fujun, chairman of Lichi Technology, said that under the current management system in China, it is difficult for non-automobile manufacturers to enter the auto announcement catalogue of the Ministry of Industry and Information Technology. Most of the small electric vehicle companies are not from the passenger car manufacturers, so most small electric vehicles in the market belong to the "black household." He said: "Even if the small electric vehicle is not subsidized, the market demand is very strong, but it is delayed."
Followed by "identity card." Some industry insiders said that the current management of electric vehicles in China is mainly based on the "Double 80" standard, that is, the maximum speed and cruising range cannot be less than 80 kilometers. For electric vehicles with a speed of less than 80 kilometers per hour, the current policy is still blank; coupled with the factors of enterprise production qualification, small electric vehicles cannot be listed and driven on the road, and cannot be managed.
In addition, social cognition is also a major obstacle to the development of small electric vehicles. Xue Xingzhen, chairman of Tang Jun Automobile, told reporters that many people confuse small electric vehicles with "old scooters" and think that small electric vehicles are unsafe and unreliable.

Standardizing the small electric vehicle industry needs to strengthen guidance
For the industry standards issued by the Shandong Automobile Industry Association, the industry believes that it is more of a self-disciplined document of the industry and does not have a mandatory meaning. To regulate the development of small electric vehicles, it is necessary to strengthen the top-level design of the development of small electric vehicle industry at the national level and clarify the management basis.
Wang Zhaochun, deputy inspector of the Shandong Provincial Economic and Information Technology Committee, believes that small electric vehicles are in line with China's national conditions and market demand. On the one hand, it provides the possibility of improving the traffic conditions for rural and second- and third-tier cities; on the other hand, the use cost of small electric vehicles is very low, and the power consumption per 100 kilometers is generally less than 15 degrees, less than 8 yuan. One tenth of the traditional car, in line with the general direction of energy saving.
"We hope that the corresponding standards and management regulations can be issued at the national level." Wei Xueqin said that the EU, the United States and Japan and other countries and regions have special management measures for small electric vehicles. China should also comply with market demand and adopt small electric vehicles. As a separate category in the automotive field, it develops technical standards and management specifications to provide a basis for listing, driving, and insurance for small electric vehicles.
Chen Quanshi, professor of the Department of Automotive Engineering at Tsinghua University, suggested that China should establish a new access system for electric vehicles, standardize production enterprises, production processes, product performance, etc., and enter into new enterprises that apply for new energy vehicle production and marketing. The reporter learned that Shandong Province has piloted the management of small electric vehicles in 38 counties and five prefecture-level cities.
